					<l>We are debating the appropriation</l>
					<l>for military preparedness on</l>
					<l>the basis of a full peace time</l>
					<l>army- There is no intention presently</l>
					<l>to call out Reserves or the National</l>
					<l>Guard.  What we are doing is</l>
					<l>trying to equip ourselves with</l>
					<l>factories to produce the new</l>
					<l>types of munitions required</l>
					<l>for defense against modern</l>
					<l>warfare- so different than</l>
					<l>any practiced before-</l>
					<l>The Germans are now at</l>

					<l>the Channel Ports- Our exposure</l>
					<l>therefore is increased- We must</l>
					<l>face the danger calmly and</l>
					<l>get ready to repet invaders</l>

					<l>frenzy.  We can do a more</l>
					<l>constructive service if we</l>
					<l>keep our heads and proceed</l>
					<l>wisely-</l>
					<l>I will broadcast over</l>
					<l>the Washington Star [ ]</l>
					<l>N.B.C. next Monday night</l>
					<l>at 10.30 standard time i.e.</l>
					<l>11.30 P.M. your time.</l>
