					<l>On the inside</l>
					<l>a question has arisen</l>
					<l>whether the President</l>
					<l>alone has the power to denounce</l>
					<l>the Treaty of 1911 with Japan;</l>
					<l>or whether it requires the</l>
					<l>concurrent action of Congress</l>
					<l>or of the Senate.  My study</l>
					<l>reveals no case where it</l>
					<l>has been done by the Pres.</l>
					<l>alone; but many cases</l>
					<l>where either Congress or the</l>
					<l>Senate has also acted.</l>
					<l>I have not finished my</l>
					<l>study.</l>

					<l>with our work.  It is hot</l>
					<l>in Washington; but cool in</l>

					<l>I opposed.  He must be</l>
					<l>a noble character. </l>
