My Dear Mother:
On the inside
a question has arisen
whether the President
alone has the power to denounce
the Treaty of 1911 with Japan;
or whether it requires the
concurrent action of Congress
or of the Senate. My study
reveals no case where it
has been done by the Pres.
alone; but many cases
where either Congress or the
Senate has also acted.
I have not finished my
study.
We are worrying along
with our work. It is hot
in Washington; but cool in
the Senate.
I had a wonderful letter
from MacLeish whose
nomination for Librarian
I opposed. He must be
a noble character.
