					<l>United States Senate</l>
					<l>Washington</l>
					<l>July 13, 1939</l>
					<l>My Dear Mother:</l>
					<l>The lack of coordination</l>
					<l>of my letters with events</l>
					<l>already written about</l>
					<l>by you is due to the</l>
					<l>break in continuity of Senate</l>
					<l>sessions.  You had already read</l>
					<l>and written me about the</l>
					<l>Vanderberg-Lawrence articles</l>
					<l>when I wrote you to look them</l>
					<l>up.  But your letter was at</l>
					<l>the Mayflower, while I was</l>
					<l>writing from here.</l>
					<l>The hullabaloo by</l>
					<l>columnists regarding the</l>

					<l>supposed trade is groundless.</l>
					<l>There was no negotiation, no</l>
					<l>agreement in advance.  What</l>
					<l>occurred was that when Sen.</l>
					<l>Adams (in charge of the Easy Money</l>
					<l>Bill) was about to accept the</l>
					<l>Pittman silver amendment I</l>
					<l>rose as acting minority leader</l>
					<l>and gave notice that I would</l>
					<l>object on parliamentary grounds.</l>
					<l>Therefore, while a parliamentary</l>
					<l>question was being debated,</l>
					<l>I turned to the Republicans </l>
					<l>and asked what they wanted</l>
					<l>done.  They said let them</l>
					<l>go.  They are getting into</l>
					<l>position where they will</l>
					<l>have to support the opposition</l>
				</lg>

			<p>
				<lg>
					<l>So I turned and waived the notice.</l>
					<l>Subsequently, the voting occurred</l>
					<l>in harmony with the strategy-</l>
					<l>We were eminently successful.</l>
					<l>Nothing but the strong arm</l>
					<l>method of a powerful executive</l>
					<l>backed by his Atty. Genl. really</l>
					<l>defying the law and the action</l>
					<l>of Congress, defeats our accomplish</l>
					<l>ment.  Don&apos;t fear that I shall</l>
					<l>depart from moral principle or</l>
					<l>righteous conduct.</l>
					<l>Best love,</l>
					<l>Warren</l>
