					<l>We have a parliamentary situation</l>
					<l>which is unique.</l>
					<l>The Wheeler amendment</l>
					<l>to the Reorganization Bill would,</l>
					<l>if accepted, keep the power</l>
					<l>in Congress to make final</l>
					<l>decisions on changes in</l>
					<l>the structure of administra-</l>
					<l>tive agencies.</l>
					<l>(Interrupted by two bells a</l>
					<l>quorum call)</l>
					<l>We are about to vote on a</l>
					<l>motion to reconsider the</l>
					<l>action of the Senate taken</l>

					<l>last night by which the</l>
					<l>Wheeler amendment was</l>
					<l>agreed to.  The vote was</l>
					<l>close 45-44.  One Senator</l>
					<l>changed his vote from No</l>
					<l>to Aye making it 46-43</l>
					<l>for the purpose of making</l>
					<l>the motion to reconsider.</l>
					<l>Now it looks as tho&apos;</l>
					<l>we would have a tie</l>
					<l>and that the Vice-Pres.</l>
					<l>would have to break</l>
					<l>the tie.  It is quite</l>
					<l>exciting.</l>
					<l>(The vote has started)</l>

					<l>Ayes 46 Nays 44.</l>
					<l>Cleavey of New Mexico changed his vote</l>
					<l>and Miller of Miss. was absent-</l>
					<l>Now we vote again on the</l>
					<l>Wheeler amendment:</l>
					<l>Ayes 44 Nays 46-</l>
					<l>Now a motion to reconsider</l>
					<l>is made by Sen. Byrnes &amp; a</l>
					<l>motion then follows to lay that</l>

					<l>agencies to perform them-</l>
