defence by acquiring stock
of strategic and critical raw
materials, concentrates and
alloys essential to the needs
of industry for the manufacture
of supplies for the armed forces
and the civilian population
in time of a national emergency


How great is the emergency 
now?
It seems as if we have
two emergencies grow
where one grew before
