Lewis is addressing the Senate with reference to a phase of our relations to Germany.  I think he is softening the blow of our refusal to sell helium gas to Germany. It is cold and rainy here and I supsect that your garden is still cold.  For your sake I hope that warm weather may come soon, altho' it will mean difficulty for us.
