					<l>My Dear Mother:</l>
					<l>I was glad to get your</l>
					<l>fine letter.</l>
					<l>We are in the closing days</l>
					<l>of a tough session, and</l>
					<l>this instant the Senate is</l>
					<l>being held up by a </l>
					<l>filibuster by Sen. Blaine</l>
					<l>who seems to be making</l>
					<l>a speech for the benefit</l>
					<l>of himself among his</l>
					<l>farmer voters.</l>

					<l>The air is [ ] by reports</l>
					<l>that banks are closing</l>
					<l>in Pennsylvania and that</l>
					<l>even the banks of the</l>
					<l>District of Columbia are</l>
					<l>refusing to cash checks</l>
					<l>or let go more than 5 %</l>
					<l>of any deposits.  This</l>
					<l>is distressing.</l>
					<l>The inauguration will</l>
					<l>bring considerable money</l>
					<l>here and put it in</l>
					<l>circulation, which ought to </l>
					<l>help.</l>

					<l>The matter about which</l>
					<l>I wrote you- the appropriation</l>
					<l>for Colleges instructing in</l>
					<l>Agriculture and then [ ]</l>
					<l>Arts, Agricultural Extension</l>
					<l>Work, and Vocational</l>
					<l>Education has continued</l>
					<l>to be in controversy since</l>
					<l>I wrote you.  Today I have</l>
					<l>assurances that encourage</l>
					<l>the belief that the matter</l>
					<l>will be satisfactorily</l>
					<l>ended at this session and</l>
					<l>these necessary appropriations</l>
					<l>saved.  It has been a </l>
					<l>hard fight.</l>

					<l>There is no certainty</l>
					<l>about the time when the</l>
					<l>Senate will adjourn</l>
					<l>or when it will resume</l>
					<l>in special session.  The</l>
					<l>latest information is,</l>
					<l>that the special session</l>
					<l>will be called for March </l>
					<l>13.  If it should be,</l>
					<l>there is little hope of</l>
					<l>our getting leave now.</l>
					<l>However, I believe that</l>
					<l>we will finally adjourn</l>
					<l>earlier in the Summer if</l>
					<l>we continue right through</l>
					<l>into the special session.</l>
