					<l>December 16, 1919</l>
					<l>Mr. Robert Haley</l>
					<l>Bennington</l>
					<l>Vermont</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Dear Sir:-</l>
					<l>No doubt you have heard that the Vermont Equal Suffrage</l>
					<l>Association is exerting every effort to influence Governor Clement</l>
					<l>to call a special session of the legislature for the purpose of</l>
					<l>ratifying the Federal Suffrage Amendment.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Many of the best men of the state are giving us their support</l>
					<l>and a legislative Committee is working for us under the leader-</l>
					<l>ship of Senator Howland of Barre. Would it be possible for you</l>
					<l>to add your valued assistance in securing such special session</l>
					<l>by being one of a small group of influential citizens to call</l>
					<l>upon the Governor and urge the necessity of this step as one of</l>
					<l>progress not only for our State but for the Nation as well?</l>
					<l>Your fellow-townsman, Mr. John Spargo, has consented to be one</l>
					<l>of such a delegation and we are asking Mr. Collins Graves to be</l>
					<l>another. The V.E.S.A. will gladly bear the expense of such a</l>
					<l>visit.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Of course you know that 22 states have already ratified the</l>
					<l>amendment, including the largest of the New England states,</l>
					<l>Maine, New Hampshire and Massachusetts, making Vermont an island</l>
					<l>of conservatism surrounded on all sides by full suffrage terri-</l>
					<l>tory.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>In order that all the women of the Nation may be equally enfran-</l>
					<l>chised in time to vote in Presidential Primaries, Vermont must</l>
					<l>come forward and take her place among the 36 necessary states;</l>
					<l>the only way this can be accomplished is by holding a special</l>
					<l>session of the legislature.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>We shall greatly appreciate your cooperation in this matter</l>
					<l>and await your reply.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Very truly yours,</l>
					<l>Chairman of Ratification for Vermont</l>
				</lg>
