				<lg>
					<l>17 November, 1919</l>
					<l>Hon.Frank G. Howland</l>
					<l>Barre</l>
					<l>Vermont</l>
					<l>My dear Senator:-</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>In thinking over the situation as outlined</l>
					<l>by you over the phone last Saturday, it occurs to me that</l>
					<l>when you see those persons &quot;near the throne&quot;, so to speak,</l>
					<l>it might be a good idea to give them something concrete to</l>
					<l>report back to Headquarters, some facts which may have es-</l>
					<l>caped the attention of the Governor and the knowledge of</l>
					<l>which <hi rend='underlined:true;'>might</hi> by chance cause him to <hi rend='underlined:true;'>see a light</hi> and realize</l>
					<l>that a special session would be the pleasantest way out of</l>
					<l>a bad situation!</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Therefore on a separate sheet enclosed you will find</l>
					<l>the points which I trust may be conveyed in some way to</l>
					<l>his attention. With the American Legion affair together</l>
					<l>with the trial set for this week, one might think that</l>
					<l>he would like to take advantage of any fair opportunity to</l>
					<l>set himself right with the people of the State. Please</l>
					<l>let me know the outcome of your interview, and if you desire</l>
					<l>it will be considered confidential---at any rate, until you</l>
					<l>give me permission otherwise. I wrote Mr. Spargo as I</l>
					<l>said I would do, and you will probably hear from him.</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>Very truly yours,</l>
					<l>Chairman of Ratification</l>
				</lg>
			</p>
			<p>
				<lg>
					<l>P.S.</l>
					<l>Of course you know <sic correction='California'>Calafornia</sic></l>
					<l>and Maine have ratified this month</l>
					<l>so we have more than half our quota!</l>
