Note the roughness of the old surface treated waterbound macadam pavement, also irregular curb and gutter on the right and old trolley track rails on the left where new curb and gutter is to be constructed in order to widen the pavement.

- Description: Aug 25, 1929 dated photo. Pouring concrete base on College Street in front of College Street Congregational Church. Note the construction of the base showing dowels spaced 5' on centers. This concrete base was constructed in 3--10' slabs 6" in thickness with 30" gutters on either sides extending 2" above the concrete base allowing for the surface coarse of Asphalt 2" in thickness. This work is all done by City labor and City equipment of the Burlington Street Dept. Fletcher Free Library can be seen in the background on the right.

Note gutter forms in place ready to receive the concrete. 2" strips are used for the forms to allow for the 2" Asphalt pavement which will be constructed on the concrete base. Seen on the right in the background is College Street Congregational Church.
